I have received a periodical from the BCA which includes an article regarding leadership qualifications.

As from 1st Dec 2010 and 1st Nov 2010 respectively, the CIC Certificate and LCMLA qualification will no longer have a 12 month period of grace for renewal . As of the 1st Jan 2012 these regulations will become mandatory (in other words, there is a period of grace in lieu of the period of grace).

Renewals can be made up to 18 months prior to the expiry of the certificate but not less than 6 weeks prior otherwise the application will be rejected.

LCMLA renewals will also require the undertaking of a special core skills reassessment (I have no details on what that actually means).

It was also pointed out that insurance may be affected by non-compliance.

A lame answer ?

Your question demanded a "yes" or a "no". It was answered as such. I fail to see how properly addressing and answering a question can be considered "lame" most especially when the answer is both definitive and absolute.

If you would prefer a different answer I have to suggest you ask a different question. Furthermore, if you are looking for an answer than is not absolute, may I also suggest asking a question that doesn't demand one ?

Marty ... I have decided that your question does require a better answer especially as the forum is within the public domain and certainly open to public view.

Specifically, the question reflects on the club and you have presented an opportunity for me to be verbose again.

My understanding is .....

Prior to the regulated “leader” qualifications, clubs would appoint their own “leaders” based on the club’s own judgment; choosing to rely on that person’s integrity, experience and abilities. Whereas, in the main, this worked perfectly well for most clubs it did (does?) create an element of both elitism and political bickering (The Milwr tunnel leader system being a typical example).

Additionally, certainly with our own club, there was an element of uncertainty as to the legal implications which could befall such a “leader” if an incident occurred on their “watch” (so to speak).

For those reasons, UCET members voted (at an AGM) to abolish the leader system for our club.

Around the same time and for reasons that I am unaware of, “someone” (or some “body of people”) decided to bring about regulations and qualifications for cave and mine “leaders”. So far as I am aware there was (and remains) no government legislation or statute requiring these regulations and qualifications.

Indeed, there is no requirement for a club to have any of its members “regulated“ or “qualified” as such and the (apparently)“ autonomous rules” therefore have no impact on our club.

It is my understanding that it is the commercial sector that primarily concerns itself with such matters.

At our own club level, the politics of “regulations” and “qualifications” is sadly, somewhat divisive.

The fact remains that, in our club (as with the vast majority of clubs) we have members who are extremely competent and extremely experienced. We treat the underworld with the greatest of respect and never allow inexperienced people to venture without being accompanied by very experienced members. I know you know this because you exhibit experience, competence and integrity when you are underground.

I trust I am now absolved from my thrashing ?
